SUBJECT:: Consideration of Adoption of a Refuse Vehicle Impact Fee

Deterioration of street paving can be caused by many factors, one of which is the ongoing impact of heavy vehicles. In a recent study conducted for the City it was determined that West Valley Collection and Recycling trucks that regularly operate on the City’s street system contribute significantly to rutting, cracking, potholes and in some cases pavement failure.

As the City of Monte Sereno is now embarking on an ambitious long-term pavement maintenance and rehabilitation program (Pavement Management Program) to improve the overall condition of the City’s streets, staff is recommending that City Council adopt a resolution implementing a Refuse Vehicle Impact Fee beginning July 01, 2018.

At the public hearing, the City Council will consider adopting a fee that will be added to each household’s solid waste collection services bill(s) based upon the size of containers. The funds collected would be dedicated for future street maintenance programs and roadway capital improvement projects.

Any decision by the City Council is a final decision. Any challenge in court must be commenced within 90 days of the decision as required by the California Code of Civil Procedure.

Notice to Destroy Weeds

NOTICE IS HEREBY GIVEN that on December 19, 2017 pursuant to the provisions of the Monte Sereno City Municipal Code Section 8-2.05, the City Council passed a resolution declaring that all weeds, dirt, rubbish and other hazardous material growing, located or existing upon any private property or in any street, sidewalk or alley constitute public nuisance, which nuisance must be abated by the destruction or removal thereof, otherwise they will be removed and the nuisance abated by the City and the cost of the removal shall be assessed upon the lots and lands from which, or from the front or rear of which, such weeds, dirt, rubbish or other hazardous material shall have been removed and such cost will constitute a lien upon such land until paid. 

All property owners having any objections to the proposed destruction or removal of such weeds, dirt, rubbish or other hazardous material are hereby notified to attend a meeting of the City Council of the City of Monte Sereno at 18041 Saratoga-Los Gatos Rd., Monte Sereno, California, to be held on Tuesday, January 16, 2018 at 7:00 p.m., or as soon thereafter as the matter can be heard, when their objections will be heard and given due consideration.
